AF&PA Urges Congress to Pass Key Recycling Bills

The Fibre Box Association (FBA) is supporting a push by AF&PA to urge the U.S. House of Representatives to pass H.R. 8059, the Recycling and Composting Accountability Act (RCAA) and H.R. 8183, the Recycling Infrastructure and Accessibility Act (RIAA), before the end of the 117th Congress.

The RCAA will advance recycling and composting in the United States by helping the Environmental Protection Agency improve their measurement, data and reporting tools.

The RIAA will improve recycling accessibility in historically underserved communities.

As a member of the paper and paper-based packaging industry, I urge you to take up and pass two important bills - H.R. 8059, the Recycling and Composting Accountability Act, and H.R. 8183, the Recycling Infrastructure and Accessibility Act - during the 117th Congress.

Paper recycling is a model that works. The paper and paper-based packaging industry has a demonstrated, measurable record of success in making paper products more circular and sustainable through market-based approaches. In 2021, 68% of paper was recycled and the recycling rate for old corrugated containers (OCC or cardboard boxes) was 91.4%. The paper industry has also planned or announced around $5 billion in manufacturing infrastructure investments by the end of 2024 to continue the best use of recycled fiber in our products.

I want Congress to build on these successes! I support H.R. 8059, the Recycling and Composting Accountability Act, which will help further increase and improve recycling and composting in the U.S. by helping the Environmental Protection Agency to improve measurement, data and reporting tools. And I support H.R. 8183, the Recycling Infrastructure and Accessibility Act, which will improve recycling accessibility in underserved communities.

I am pleased that companion legislation for both bills have passed the U.S. Senate, and I urge the House of Representatives to get them over the finish line.
